[ATAG] Text editor should alert user when headings are out of order

Problem/Motivation

Some authors will choose to start with an H3 rather than an H2 because the H2 is too big. They should get a warning when the first heading isn't an H2. The same goes when headings are skipped and an author jumps from an H2 to a H4 when structuring their content. There is no reason why this cannot be flagged to the author as a concern.

Steps to reproduce

Go to the WYSWIYG and insert incorrectly ordered headings.

Proposed resolution

Provide simple warnings like is done with Editoria11y.

User interface changes

There is no way currently that CKEditor errors are conveyed to the author. This is something that may need to be defined.
