Queue items from previous runs are executed by force-reset runs

Sometimes there are items in the queue left to be processed.

When a preview site batch build is halted, and a manual build via reset is triggered, it seems like the batch is processing items from the old build.

I haven't debugged this fully, so might just be a side effect of messing around with Preview Site internals.
