The Revert button displays next to the Current revision under Operations, see screenshot
Go to any Revision table for block content, e.g., /block/1/revisions.
In the screenshot, I have the patch from https://www.drupal.org/project/block_content_revision_ui/issues/3160479 ✨ Add configuration to optionally show/toggle admin pages in Admin theme Needs work applied so it's easier to see, but the issue exists without that patch.
