Is the test a failing test or is it part of the patch that is wrong? we'd like to use this patch.

On a multilingual site with caching enabled, viewing a translated version of a page with a decision block still renders a reaction in the default language. Decision blocks should either be able to render the correct translation of reaction blocks, or there should at least be a documented way to use decision blocks in a multilingual context.
