It should scroll IMHO.

It looks like the screenshot from #2917168-7: Make the menu dropdown as scrollable. → is exactly the same as the one from the issue summary ('AdminToolbar.png').

Could you please try testing the patch from #2917168-55: Make the menu dropdown as scrollable. → and see if it could fit your needs?
