I have not tried to replicate this issue yet, but I understand how paragraphs could cause this problem.
When submitting files directly on the Webform, file quotas error messages work perfectly:
But the inline error message does not appear if the form is referenced within a Paragraph field. The inline errors are visible in all other form elements except the file element, and just the file quota error message.
