Image derivative generation does not work if effect "Convert to webp" in use and file stored in private filesystem

When I created a new contrib module WebP fallback image → and tested image loading got this problem.

Set the private filesystem.
Create new or edit an existing image style and add convert to webp effect.
Edit a content type manage field add new or edit existing image field and set storage private.
Edit above content type manage display and set for image field the image style to format which created or edited.
Go to add content fill the form and upload a non webp format image and submit form.

The image will not show in display.

Change the order to find the actual source image name and private access checking.

Prepared patch.
