Add lesser carrier entity permissions

Problem/Motivation

Currently I can only grant administrative permission for the carrier entity.
We're setting the carrier on shipments via JSON:API and need to get a list of the carriers but only need view permissions.

Proposed resolution

Enitity API provides automatically generated permissions. It just needs to be invoked in the entity definition.
