For the case where we have a lot of items, we may only want to reference and order some of the items. This is also an example use case with config_pages module. So we will need a way to sort items not listed or not referenced.
Handle the NULL with COALESCE query, as implemented in draggableviews.
An option for Position of new/unsorted items.
