Settings form fails to load on fresh install

Well,
it seems that this patch corrects this problem but an other problem still occurs when setting "group" field for jam rules.

I re-open this issue as it seems related. I'm working on it.

The last version includes this patch and also some modifications to prevent some other problems. So far I can't see any problem.

The last version also adds better translation strings (missing t()).
