Drupal could consider signing The universal right to install any software on any device by FSFE (Free Software Foundation Europe) in which the signatories demand a universal right from European Union legislators to run any software on any device.
Relating to Drupal, this could for example be a Drupal site builder who wants to be able to replace Windows with Linux on their laptop, to run Drupal via LAMP on a Kiosk Terminal, better interoperability by using open standards, publish more code of drivers, tools, and interfaces under a free license for Drupal to use, etc.

The Ideas project is deprecated. After discussing at a DA/core meeting, moving this to the governance project was suggested. So I am doing that now.
