Missing all.js file in distribution files

In the distribution files for the theme, there is a missing file: /node_modules/govuk-frontend/govuk/all.js (likely since node_modules is ignored in .gitignore). However this file is needed in the theme and should be sent out in the distribution.

Error message shows up on site (might need to clear cache if you've refreshed it out before) that points out the missing "all.js" file.

Add the "all.js" file into the distribution.
