When using the command composer require drupal/migrate_devel, composer tries to give me the 8.x-1.4 release, which doesn't work with D9 and isn't even listed on the project page.
Run composer require drupal/migrate_devel
I think the 8.x-2.x branch just needs to be marked as recommended by a maintainer.

I've just marked the 2.x branch as recommended. I've tested this and it now adds the 2 alpha2 release to my site
