I think this is a Drupal thing, not a Message thing. If you do not have access to an input filter like Basic HTML, etc, it then provides Plain Text.
I can't create real plain text emails, because the plain text format is not available. At the moment I recieve as plain text tagged mails, although there is some HTML inside. Shown is the unrendered message text with all br and p tags.
I mark this as a bug, because plain text should be the default setting. If the body is a HTML message, the email message type also should switch to HTML anyway. Selecting a HTML text format for the mail subject seems to be useless.
