It is not possible to change other people's homebox_layout

Problem/Motivation

When we are trying to change other people's homebox layout, the changes won't save, this is probably caused by the following code in HomeboxDashboardForm:
$user = $request->attributes->get('user') ?? \Drupal::currentUser();

Find a better way to get the user here

Changing the predefined layout as a user isn't possible currently, but might be a future feature. But changing all the portlets and settings of other users as admin is possible now in 3.0.x! 🎉🎉
