Done in 3.x with "Personalize any/own Homebox" permission
Automatically closed - issue fixed for 2 weeks with no activity.
The motivation behind this permission is, that roles shouldn't be automatically entitled to change their dashboards. For example, anonymous users could have the permission to view "their" homebox with set default values, but can not edit the homebox because they lack this permission.
