Highlight regions when dragging blocks (dashed region border)

Currently, no class is added, I've already added a formatter class for the region now: layout__region--current-target (set on the .layout__region wrapper)

Okay, the solutions provided in the issue kind of works. The class is not removed after dropping the Portlet, but I'll figure this out.
