Add support for Webform modal Dialog for anonymous

I have a problem with Webform Modal Dialog (https://www.youtube.com/watch?v=zmRxyUHWczw).
On a fresh install of Varbase, I tried to make it with a simple contact webform displayed with the formatter "Link to form".
It works perfectly when I am connected as an Administrator but when I am connected as anonymous or even as authentified user, it opens the modal webform but when I try to submit it I have an ajax error:
An error occurred while attempting to process /form/contact?source_entity_type=node&source_entity_id=13&_webform_dialog=1&_wrapper_format=drupal_modal&ajax_form=1&_wrapper_format=drupal_ajax: _ is undefined
I have tried with a fresh install of Drupal 9 and I have not this problem.
I suspect a problem of permissions, but it seems they are the same in these 2 configurations.
Can somebody help me and explain what is the solution
