Accepting web push notifications on the pop-up doesn't actually activate web push notifications on the user's profile.
Install pwa 1.3 module using composer, will all dependencies.
Activate module.
Log in with user, get the pop-up notification asking to activate push notifications, accept it.
Go to edit profile.
The setting isn't actually activated.

Added a patch to fix this issue. Issue was that this pop-up was calling the removal endpoint instead of adding.
