Required parameter $js_rules follows optional parameter $message

Another vote for #3.

It happened on every page load, but it was hard to find this issue because the error points to a core file and I had just updated several modules.

I will add the message here for future Googlers:

Deprecated function: Optional parameter $message declared before required parameter $js_rules is implicitly treated as a required parameter in include_once() (line 1439 of xx/xx/xx/includes/bootstrap.inc).
