Allow a sitebuilder to configure the "Notify me when new comments are posted" label

Site owners might want the Comment Notify checkbox text to say something different.

Right now it's hardcoded to be, "Notify me when new comments are posted"

Add a form setting to the Comment Notify settings page.

❌ Merge into 8.x-1.x-dev branch
❌ Celebrate the ability to now configure the Comment Notify label to say whatever you'd like. 🥳
