Hide vocabulary on overview page even if other permission is granted

Problem/Motivation

In my content type I have a taxonomy reference field "Flowers", with the option "create term if not in vocabulary" set. The widgt is set to autocomplete. I have many other vocabularies, too. The user role "editor" has access to the taxonomy overview page and is able to create new terms for "Flowers", BUT this user should not see the vocabulary "flowers" on the overviw page, because the only logical way in the case of this page is, to add a new term via the node edit/add page.

Proposed resolution

Add a new permission "Hide [vocabulary name] on overview page". Which also denies the acces to the path /admin/structure/taxonomy/manage/[vocabulary name]/overview
