Testbot with PHP 8.1 and/or 8.2 + PostgreSQL 12

Problem/Motivation

For testing with D10.0.x branch we need to test with PHP 8.1+ in combination with MySQL 5.7, MariaDB 10.3.7, PostgreSQL 12 and SQLite 3.26. The named versions are the required minimum versions for the databases. See the added links.

Proposed resolution

Create the testbot combinations:

PHP 8.1 and MariaDB 10.3.7
PHP 8.1 and PostgreSQL 12
PHP 8.1 and MariaDB SQLite 3.26

The testbot with PHP 8.0 and MySQL 5.7 is already present.
