Not all terms are processed in some circumstances

In some circumstances there are missing terms

When viewing elements the formatter loops through the list of terms. That looping stops/breaks when the processed termtree is empty, causing only the terms up to that point to be shown. The loop should not break, it should merely skip the rest of the iteration and start the next one

I was able to reproduce it by:
1. create a new tree of terms
- term 1
-- term 1.1
- term 2
-- term 2.1
2. create a new node and select term 1.1 & term 2.1 terms.
3. remove term 1.1 term

results: the user cannot see the term 2.1 term.
