After D9 upgrade editor toolbar does not show in many multi-lingual node edit froms

Problem 1

I upgraded a D8 multisite to D9.

CKeditor toolbar works fine on the single-language sites, but in the multilingual site the CKeditor toolbar doesn't show up in most of the node edit forms. :(

I can use the 'Quick node clone' to replace all those nodes so they display the CKeditir toolbar in the new edit forms. Lots of work.

Problem 2

Call to a member function filters() on null in Drupal\ckeditor\Plugin\CKEditorPlugin\DrupalImageCaption->getConfig() (line 63 of /xxx...xx/drupal9/core/modules/ckeditor/src/Plugin/CKEditorPlugin/DrupalImageCaption.php)

Warning: assert(): Cannot load the "filter_format" entity with NULL ID. failed in Drupal\Core\Entity\EntityStorageBase->load() (line 244 of /xxx...xx/drupal9/core/lib/Drupal/Core/Entity/EntityStorageBase.php)

Having mentioned this, after I have saved first the new text format without CKeditor, after opening the text format again I can see the CKeditot toolbar options...

What is going on here?
What can I do to solve this problem/these problems?

@jippie1948, Thank you for reporting this problem. We rely on issue reports like this to improve Drupal core.

Reading the comments it seems that problem 2 was likely solved by #3124519: Class 'Doctrine\Common\Util\Debug' not found when running Drupal 9.x → but problem 1 remains.

There has been no further discussion here. And since this upgrade was done in a way that is not supported I am closing this issue. Also, restoring the status set by a previous core committer and a current core committer.
