Reusable custom blocks not cleaned out of Layout Overrides

When using the Custom Block Library, if a reusable custom block is deleted, it is not removed from override layouts where it was placed. Instead, a Broken Block Message is displayed.

Expected behavior:
Deleting a reusable custom block should result in the block being removed from layout overrides where it is used.

Additional:
While Layout Builder has added some tracking for inline blocks created via layout builder(see issue 2957425 β†’ ), it does not appear to track usage of reusable blocks, which would allow for some kind of cleanup, which seems to be in the original spirit of that issue.

This feature of reusable blocks in Layout Builder Overrides is a very attractive one, but this kind of breakage
