[Meta] Filters for browsing modules

Problem/Motivation

In order for the project browser to be usable, it needs to have a set of filters that restrict the large pool of modules down to the ones the user is most likely to be interested in.

Proposed resolution

Implement the following filters at a minimum:

keyword search (contains)
category

Remaining tasks

Implement Search API on the Drupal 9 API site
Send the search keyword on the query to the API site
Clean up the categories taxonomy on Drupal.org, and update Drupal project appropriately

User interface changes

Change search from "exact title" to "keyword search"

We've settled on MVP filters; additional filters should be their own issue. Closing this one. Also, D9 endpoint is nearly ready to rock.
