Move JSON:API Include settings to JSON:API configuration pages

Problem/Motivation

This little patch moves the settings form to the JSON:API configuration pages. Following the example of the JSON:API Extras module. This way all the configuration can be found neatly in one place.

Proposed resolution

I attached a diff file.

User interface changes

The settings is found as a local task in the JSON:API configuration pages.

Data model changes

The settings route is now called jsonapi_include.settings. This is not really necessary for this patch, but follows standard naming of other modules. Maybe we should rock the old route name if people prefer the old naming.
