https://github.com/vuejs/petite-vue is exactly what you want on top of Drupal for reactiveness (and without jQuery) - so we should support it as alternative or instead of(?) vue3!
Petite vue is still work in progress.
For that, we should create a new 3.x SemVer release. That version should then also have tests to ensure correct functionality.
