I have built my site from no database and existing configuration which contains vocabulary and taxonomy_unique. Taxonomy unique's existing configuration is not imported successfully.
Create a site build from no database, import configuration settings creating vocabularies and taxonomy_unique. Attempt to create two taxonomy terms but note how you are able to.
I have no fix for the module but the way I have worked around it is by doing a post-config sync of taxonomy_unique settings after vocabulary has been created.
