"Treat as one" has unexpected results.
If all the "treat as one" items are selected then the "All items text" is shown.
Also seems that once it gets in this stateโor anytime nothing is selected, or things are selected in sequence and there is a text option for "treat as one" (even if nothing is selected).
It uh... seems buggy.

Upon further testing, the Treat as one option is working for me in every scenario I can think of. It's only the ๐ All items text incorrectly displaying on node Fixed bug that is coming up for me. Once you make that All items text form field empty, the rest of the configuration works as expected.
As for the original concern raised in this issue, of what happens when only a single value is chosen in the Treat as one form field, that seems to work as expected too. If, for example, I have a list of days of the week and I select only "Monday" in the Treat as one field and give the Treat as one label a value of "Weekdays", then have a node with a value of "Monday", the text "Monday" displays. Since only one item was selected in the Treat as one field, I would expect In Other Words to ignore this config and not display the Treat as one label.
I'm going to mark this Postponed (maintainer needs more info). It would be helpful if others can test this and verify that, as long as the All items text is empty, the treat as one option works as expected.

The other possible scenario this bug spoke to is if I have selected several terms to Treat as one and I then select only one of those terms on my entity, that it incorrectly displays the Treat as one label. I tested this and could not reproduce the bug. If I only have a subset of the Treat as one values selected, just that value displays.
For example,
If I have Monday, Tuesday and Wednesday selected for a Treat as one and I have just Monday selected on my node, just "Monday" displays, as expected. - Status changed to Closed: cannot reproduce

This seems to be working as designed and the related issue has been fixed. So, marking Closed, cannot reproduce.
