User that are allowed to edit/view/manage quizzes and/or questions and/or results but don't have the "administer quiz" permission, it is hard for those users to find the appropriate administration pages, as pages like /admin/quiz and /admin/quiz/reports are only accessible to users with the "administer quiz" module
Use another permission for those overview/menu block pages.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
