Block conditions

That's a feature for the Group module.

Not entirely sure what is being asked here. The issue summary isn't clear.

ok so the user is looking for the ability to have the group module allow blocks to be one of the entities in scope.
this way you can allow users of a group to CRUD/access only block content that was added via the group UI.
