Prepare Commerce Tax for the EU July 2021 eCommerce VAT package

@bojanz @jsacksick @rszrama: Can you tell if Drupal Commerce already implements EU OSS?

I just tested tax calculation using https://www.drupal.org/project/commerce_cart_estimate → in a German Shop (Vat 19%). The product priced are VAT inclusive.
Shipping to Austria ("Österreich") would typically have a VAT of 20% regularly. The result of the VAT calculation is 19%.

According to OSS that would be correct, because the local (DE, 19%) tax would be used. But with regular handling the Austrian Vat (AT, 20%) would be used, but isn't.

From that point I'm now unsure what's the current implementation status in Drupal Commerce and if it's a bug or a feature.
