Would like to be able to perform queue operations using Drupal Core Actions. I realize there's a D7 issue for this but I didn't want to derail that issue with D8/9 code. If you prefer I can move this work there.
Add the necessary plugins (similar to those for RulesActions) to the codebase.
I've written an "add" item action as an example. If this pattern works I can write the rest of them.
