Implement missing "prod_monitor" features

There used to be a "prod_monitor" submodule in the 7.x version of this module (see https://git.drupalcode.org/project/prod_check/-/tree/7.x-1.x/prod_monitor). Parts of the module seem to be implemented in the "prod_check_xmlrpc" submodule.

Check, what missing functionality the "prod_monitor" module provided and implement it accordingly.

I couldn't find any traces of the prod_monitor module inside the D8 version!

Although, some features seem to be implemented through the "prod_check_xmlrpc" submodule. We should see, what important functionality from that submodule is missing and reimplement it inside the module one way or another.
