If you enable social tagging module and set profile tagging then the 'Newest Members' block stops showing users.
1. Enable social_tagging module
2. Set profile tagging
3. Check the 'Newest members' block
The issue is with the config overrides for the views.view.newest_users view inside the social_tagging module. It adds a tagging relationship to views.view.newest_users default display so it can show filters on the view.newest_users.page_newest_users display. But this also means that it adds the relationship to block display since both of them are extending the default display.
