I experienced the same problem. The issue, I believe, is that when you install the module, this is configured by default:

I'm using a subtheme of Bootstrap Barrio 5.5.0-beta2.
I placed both module blocks in a region. 'Use a breakpoint' is checked an a breakpoint (all and (min-width: 1200px) is set.
The block title of the horizontal menu is visible. But htere is no html (mayby display: none) for the menu. Only the code for the mobile menu. The mobile menu icon is becoming visible when downsizing the resolution <1200px and the mobile menu then works as expected.
Help would be great!
