Add option to alter config import only in CLI mode

It would be nice to introduce a new option to be able to use module behaviour in different modes such as only CLI, only UI, everywhere.

In some cases it can be very handy. For example I don't want to override interface translation by config translations by running drush locale-updates, but I do want to override it when I manually update config translation via UI
