I am working on two forks to get Persistent URL working in D8 and D9.

We have a product with a requirement to have path and domain prefixes per-group (a different domain per group for example).
I would like to push the above forks, as a new branch if necessary, as they take slightly different approaches than the existing code, based on instructions from https://www.freelock.com/blog/john-locke/2017-08/getting-group-url-purl
But out of the box they do work and allow for path prefixes and domains.
