Thanks for the report. This is a little bit in the nature of animation on scroll libraries. And it is an issue rather discussed with the original developers of such libraries. This module just provides the implementation for Drupal. And Drupal loads all CSS and JS in the for Drupal required order. Only thing you can try is to change the weight of the modules libraries load to be loaded as the last. But it somewhat contradicts partly the goal of this library, which wants to fire animations on scroll. Which would probably load new content when using pages like "load more on scroll". A fairly often use case.
But feel free to -reopen for more ideas or if anyone else can chime in on this with useful input.
