In October 2023, https://www.drupal.org/ → highlights Drupal 10.1 ("Drupal 10.1 is here and packed with amazing improvements!"). I think this can be closed as outdated.
People going to drupal.org are not aware Drupal 10 is coming next summer. There is now but that is not evidently linked from anywhere. Also that is mostly catering for the site owner / insider audience and there would ideally be a landing page only focusing on the highest level of details that one would want to know.
Add a Drupal 10 landing page to address key questions of various personas drupal.org is targeting.
