update.php/selection page broken

Problem

My website works well but I had problems updating the database on my production server after a update from 8.9.13 to 9.1.4.

First of all, the `drush updb` command forgets one update (9101 from the locale).
If I want to do it from the web UI, the `update.php` page works well but not the `update.php/selection` page.

All the assets are called from "/update.php/sites/default/files/..." instead of simply "/sites/default/files/...".
And if I click on the update button, I'm redirected on a `start?id=XX&op=start` page giving a 404 error.
