Hide "Navigation" label when comparing first and latest revision

Problem/Motivation

When you have more than 2 revisions and you use diff to compare first and latest one, there are no navigation links. But Navigation label is still displaying.

Steps to reproduce

  • Create node and edit it twice (you have to have at least 3 revisions)
  • Compare first and latest revisions

Navigation label will display, but there are no navigation links

Proposed resolution

Hide Navigation label if there is no left and right navigation links.
