Error: Call to a member function getEntity() on null

I'm not sure why my form pane structure is different. It's maybe because I have 8.9.12 and commerce 2.23.

The reason I have this error is I have a different form pane structure. I have:

$pane_form['add_payment_method']['billing_information']['#inline_form']

Instead of:

$pane_form['billing_information']['#inline_form']

Also, when my payment information is saved to the vault and I don't have to fill in the billing information again, this form doesn't exist so I get this error again.
