Remove the word "blacklist" from code and documentation

Problem/Motivation

The Drupal community is looking to have more inclusive language across code and documentation. Please refer to: https://www.drupal.org/project/drupal/issues/2993575 β†’

Steps to reproduce

The project page and code base use the words whitelist/blacklist.

Proposed resolution

Replace the words with more inclusive language.

Examples (but seek input from maintainers):

  • allowlist
  • safelist
  • blocklist
