Create 1.3 release

Problem/Motivation

It seems that there is a 1.3 release in GIT but no created on drupal.org, so it was not added to composer package information.
Also, from looking at the issue queue, it seems that this 8.x-1.3 tag is not ready for a release yet.

✨ Add option to hide the table if the field has empty value Needs work
