Can't add image style quality to image styles

Problem/Motivation

While using Image Style Quality 8.x-1.4.0 with Drupal 8.9.6 when trying to add the Image Style Quality as an image style effect I get a page not found for add/image_style_quality?weight=2 or add/image_style_quality?weight=1.

When I downgrade to 1.3.0 I'm able to add the image style quality again.

This prevents using this module in a useful way.

Steps to reproduce

Enable the Image Style Quality module
Go to /admin/config/media/image-styles.
Create a new image style, test.
Select Image Style Quality from the effects and add.
Get page not found.
