Add config to html tag wrapper

Change currently under review, ✨ Add config option for more link wrapper Fixed , adds a Twig template to the module.

If that gets approved, it will give full control of the wrapper tags, so would be a much more flexible way of customizing the wrapper tag without needing to add anything to the settings form. Also avoids potential security implications.

Closing this as we now have a twig template in the module that can be extended.
