Add "Needs frontend framework manager review" tag to the list of tags

I agree with @Gábor Hojtsy, the tag is being used and is documented.

I am changing the status to Fixed.

The markdown equivalent of the patch still needed committing, since these tags are related to governance definitions. Done that now.

Sorry, I should've seen that a commit was needed.
